GENERAL INFORMATION and INSTRUCTIONS

The Workforce Investment Act (WIA) of 1998 establishes a voucher system requiring local Regional Workforce Boards (RWBs) and the State of Indiana to certify eligible education and training programs as well as providers. The intent of the Act is to allow job seekers who qualify for training services through WIA to obtain a voucher that they can redeem at the training provider of their choice in order to obtain needed training in a demand-occupation skill.


REASON for APPLICATION

Service providers of program(s) that focus on demand occupations and whose performance qualifies them to receive WIA funding will be placed on a statewide listing of eligible education and training providers. Participants eligible for training will receive a voucher that may be used at the training provider of their choice, as selected from the statewide training list. The applicable program(s) offered by a training provider must be on the statewide list to be eligible to redeem WIA training vouchers.

WHO QUALIFIES as a

TRAINING PROVIDER?

The following organizations may apply to certify their training programs:

1.) All programs provided by postsecondary educational institutions under Title IV of the Higher Education Act of 1996 that lead to associate degrees, baccalaureate degrees, and/or certificates;

2.) All programs provided under the National Apprenticeship Act; and

3.) Any other training providers including former JTPA providers. Eligible programs must be considered high-wage, high-demand occupations.

HOW DO I GET ON THE STATEWIDE LIST?

Organizations with eligible programs must submit an application to a Regional Work-
force Board or a Workforce Investment Board (WIB) in Indiana. Performance data must meet the approval of the RWB/WIB in order to be forwarded to the State for approval and inclusion on the statewide education and training list. Applications must be submitted by PROGRAM, not organization. If your organization offers more than one program, separate applications must be completed for each program.

IMPORTANT: Only one successful application must be submitted to any RWB/WIB in the state to be published on the statewide training provider list. Duplicate applications are not necessary to multiple boards.

To check to see if your program already is on the state listing, please visit the following website https://secure.in.gov/apps/dwd/crs/dwd_etc.

Applications received and approved by RWB/WIB will be forwarded to the Indiana Department of Workforce Development (IDWD). Approval by IDWD is signified by inclusion on the statewide training list. This application is MANDATORY for all providers who wish to provide training supported by funds authorized by the Workforce Investment Act of 1998.

Completion of an application and inclusion on the statewide training list does not guarantee referrals of funding in any way.
